Does anyone recognize what I’m looking at?

I just received this video from a friend, and I’m curious if anyone can identify the type of aircraft that leaves this trail or has any insights on what it could be. He’s located about 30 minutes from the base in VA Beach and has never seen anything like this before. Any thoughts?
